This is a media advisory posted by the Toronto police - note the last line, "positive change"?  More like a propaganda exercise or maybe someone forgot to tell the Chief what the meetings were for.

Media Advisory Chief Fantino Host 4th Town Hall Meeting
Monday January 27th, 2003, 7:00 p.m. - 9:00 p.m.

 Chief Julian Fantino will be hosting the 4th in a series of Town Hall Meetings, this evening between 7:00 and 9:00 p.m. in the Council Chambers of the Scarborough Civic Centre.  This meeting is the 4th in a series that will take the Chief across the city to discuss policing issues.  Citizens who attend are encouraged to talk about local crime related matters and social services and/or facilities available to young people.

It is hoped that these meetings will produce solutions for positive change and renewed dialogue with all communities.
