Green light for Cawthra land sale A seven-year dispute between the City of Mississauga and the province and the province of Ontario about lands north of the Cawthra-Elliot estate is finally coming to a head. The Ministry of Transportation and Communications wants to sell 4.5 hectares (11.1 acres) of land just east of Cawthra Rd. and south of the Queen Elizabeth Way. It has offered the lands for sale to the City at market value but the City has been trying the lands at a lower rate. To forestall sale, the City passed a holding bylaw on the property in 1981, effectively freezing its single-family residential zoning. The Province is still anxious to sell the lands and council has now agreed to lift its holding bylaw. But the City wants the right to match the best offer the MTC receives for the land. The City asked Ontario to consider developing only the eastern portion of the lands for single-family homes. Mississauga is concerned that mature forest on the Cawthra-Elliot property to the South, which was purchased for $2.5 million in 1975, could be jeopardized if part of the forest cover along the western and southern perimeter of the lands is removed. Ontario asked for approval of apartments on the east side of the land in return for leaving the forested areas on the west. Negotiations over the Years have failed to resolve the dispute. The City is now Prepared to allow the land to be sold and deal with the new owner in hopes Of working out an arrangement to protect the mature sugar maple and beach forest which is designated an environmental protection area in the city's Official Plan. The City is also considering develop the Cawthra-Elliot estate itself in the next 10 years.
[COMMENTS BY DON B. - The issue was the zoning of the land, Cawthra is zoned for residential housing. The province wanted the price for land that could be developed and all the City had to do to get a lower price was to rezone the land. WHY would they not? ]
