Mississauga News - Jul. 22, 2010 - By Louie Rosella Son off deal: Note The documents were presented earlier as exhibits at the Mississauga judicial inquiry, which will resume Monday and is looking into conflict of interest allegations against the mayor. In notes from a Dec. 16, 2008 teleconference in the last stages of the pending deal, Grant Charles, an executive with Alberta Investment Management Corporation (AIMCo), an investment partner with the Ontario Municipal Employees Retirement System (OMERS), writes that the, "Mayor assured everyone that Peter McCallion is off the file and has no further involvement in (the) project." Other notes from about the same time, attributed to Michael Kitt, an executive with Oxford Properties, a subsidiary of OMERS, state: "Peter off the file," according to documents. A conditional deal was in place for OMERS to sell the prime piece of land near the Living Arts Centre to World Class Developments (WCD), Peter McCallion's company, in 2008. But in a letter to OMERS president and chief executive officer Michael Nobrega on Dec. 11, 2008, Kitt writes that AIMCo is, "uncomfortable with the involvement of Peter McCallion as an apparent principal of WCD." There was also suggestion at the inquiry from AIMCo lawyer Don Jack that the company was "uncomfortable" with McCallion's role. In an e-mail from Kitt to Nobrega, he writes: "I don't trust the buyer (WCD), and there is no doubt they are using Hazel in this process, but it is difficult to tell her that, especially with her son involved." There was also widespread belief among the key players that the mayor's son was using his mother to get the deal done, the inquiry was told. Bram Costin, real estate lawyer for Oxford, said AIMCo executives were leery of the mayor's involvement in negotiations. They, "were concerned about the amount of pressure the mayor was putting on (OMERS and Oxford) to close the transaction," Costin said. A conditional deal was in place for OMERS to sell the land to WCD, and in a memo from WCD lawyer Emilio Bisceglia dated Feb. 28, 2008 containing amendments to the agreement of purchase and sale, there are handwritten notes made by Nobrega stating a "meeting with Hazel" will take place the following month in his office. The document was part of several filed as exhibits in the inquiry detailing the intricacies of the proposed deal. Once WCD owned the land, it would build a four-star hotel run by an international hotel chain, possibly Marriott. It was the mayor's desire to build a hotel in the City Centre and she was putting pressure on OMERS to get the deal done with her son's company, Costin said. However, the deal fell through when conditions and revisions weren't met. The second phase of the inquiry is also probing the role the mayor's son played in the $14.4-million failed bid by WCD to purchase the 3.5-hectare parcel of City Centre land owned by OMERS. After the WCD deal was terminated, OMERS subsequently sold the land to the City, which, in turn, leased it to Sheridan College. McCallion and her son are expected to testify during proceedings. Also it's GOOD that MissyNews didn't photoshop out the hand. It's not a road a newspaper (or any media) should ponder heading down. Cropping, photogs do all the time and is justified here. The negotiations were still in progress at the time. I am curious to know what compensation Peter McCallion got for being "dropped off the file". I suppose they can claim he got nothing, but that's an awfully hard sell. Hard to see how suddenly cutting the Mayor's son off without anything would help them negotiate with the Mayor. It's clear Peter had to go because the other side knew the arrangement couldn't pass the smell test.
