The City loves to make money by way of its fines (against the little people), but who gets fined and who By-Law turns a blind eye to are two different things. The "harassing" of Ice Cream Trucks to the tune of hundreds if not thousands of dollars makes me wonder about how fair and even handed the City is being. After all the law must be enforced constantly or people can rightfully say there is a bias in the system. So when it comes to who pays the fines that the City profits from or is on the sunny side of “Mayor Hazel McCallion ...” does matter as she “... told bylaw staff to "back off.”.
