Fact is, I see no mention of anyone being concerned about noise levels when building homes almost directly under an Airport run way!  How odd, are the City minutes of this meeting accurate?

This is an extract of the Planning and Development Committee meeting dated April 3, 2006 with respect to a Draft Plan of Subdivision Application to permit eight detached dwelling lots, 7211 and 7233 Airport Road, East side of Airport Road, south of Morning Star Drive, Owner: Sheard Property (Robbins et al), Applicant: Mark Rogers, John D. Rogers & Associates Inc., Bill 20, T505007 W5, Ward 5, resulting in the following recommendation:

PDC-0038-2006

                                 1. That the Report dated March 14,2006, from the Commissioner of Planning and Building regarding the
                                     application for a draft plan of subdivision for eight detached dwelling lots under file T-M05007
                                    W5, Sheard Property (Robbins et al), 7211 and 7233 Airport Road, be received for information and
                                    notwithstanding Planning Protocol, that the Supplementary Report be brought forward to a future
                                    Council meeting.

                                2. That the petition submitted by the residents in the neighbourhood of Collett Road requesting a walkway
                                    as part of the above development to allow access to Airport Road, be referred to staff for further
                                    investigation.

                                3. That the e-mails dated March 27,2006 from Gurpreet Singh and Kiranjit Kaur requesting a walkway as
                                    part of the above development to allow access to Airport Road, be received.

Report dated March 14, 2006 from the Commissioner of Planning and Building with respect to a Draft Plan of Subdivision Application to permit eight detached dwelling lots 7211 and 7233 Airport Road, East side of Airport Road, south of Morning Star Drive Owner: Sheard Property (Robbins et al), Applicant: Mark Rogers, John D. Rogers & Associates Inc., Bill 20, T-505007 W5, Ward 5

RECOMMENDATION:

That the Report dated March 14,2006, from the Commissioner of Planning and Building regarding the application for a draft plan of subdivision for eight detached dwelling lots under file T-M05007 W5, Sheard Property (Robbins et al), 7211 and 7233 Airport Road, be received for information.

Councillor Nando Iannicca called this public meeting to order at approximately 8:00 p.m. and read the above recommendation from the report.

The following persons were in the audience and expressed an interest in the above application.

Mark Rogers, John/Rogers & Associates Inc. explained the above development proposal on behalf of the applicant. The subject lands are located on the east side of Airport Road, south of Morning Star Drive. He stated that an initial application was filed in 2000 for 16 semi-detached homes, however, the GTAA did not support the proposal and the application was withdrawn. The applicant now proposes to build 8 detached homes.

With the use of an aerial photo and a site plan, Mr. Rogers explained the surrounding land uses with detached homes to the south, Airport Road to the west, one detached and semi detached homes to the north and Victory Park to the east.

Councillor Eve Adams stated that this was an infill project and felt it would make a nice addition to this residential area.

Teunis Van Gent addressed Committee requesting that a walkway be constructed as part of the development so that pedestrian access to Airport Road is maintained. They currently use the vacant lands to cut across to the plaza. Also, he enquired if they would have access to Victory Park.

Ben Philips, Planner, Planning and Building Department, advised that he has received e-mails with this request and it will be addressed in the Supplementary Report, however, at this time, in order to maintain the 15 metre frontages, it may be difficult to include a 3 metre walkway. With regard to access to Victory Park, David Marcucci, Planner, Community Services responded that the fence would be taken down and access to the park would be available.

Gurpreet Singh addressed Committee to also request consideration of a walkway between Collett Road and Airport Road. She stated that prior to the reconstruction of Airport Road, their homes which back onto Airport road had fences with gates, however, since the Region of Peel reconstructed Airport Road and installed noise barriers, this access was lost and the Region advised them that they would get a walkway when this development is built. Ms. Singh pointed out that it was a very long walk to access the stores on Airport Road and many seniors lived in the area. She also advised that her disabled daughter would have difficulty getting to the bus if these lands were developed without a walkway to Airport Road.

Ms. Singh submitted to Committee a petition requesting the walkway, noting that every resident on Collett Road was in favour of it.

A resident from Brampton (Bhadra Rantydeo) who is interested in purchasing Lot 1 when it becomes available, enquired about the sewer system as she was advised that the home on Lot 1 would be located over the sewer easement. She was advised that the Planning and Development Committee was discussing the appropriateness of the land use to which she indicated that she had no objection.

Councillor Eve Adams explained some of the problems relating to walkways including crime and litter, adding that staff would address this matter in the Supplementary Report and she would move the application forward with the notwithstanding Planning Protocol clause.

A verbal motion by Councillor Eve Adams to receive the report dated March 14, 2006 from the Commissioner of Planning & Building and notwithstanding Planning Protocol, that the Supplementary Report be brought forward to a future Council meeting, was voted on and carried. Also, the petition submitted by Ms. Gurpreet Singh on behalf of the residents in the neighbourhood of Collett Road requesting a walkway as part of the above development, to allow access to Airport Road, was referred to staff for further investigation. And the e-mails dated " March 27,2006 from Gurpreet Singh and Kiranjit Kaur also requesting a walkway to allow access to Airport Road, were also received.
