Mississauga News - July 13, 2010 - By Joseph Chin - jchin@mississauga.net City seeks public review of ethics code The City of Mississauga is seeking input from the public on its proposed code of conduct for members of Council and the appointment of an integrity commissioner.A preliminary draft, developed by councillors Eve Adams, George Carlson and Katie Mahoney, with staff support, is available for review on the City’s website (www.mississauga.ca). A report, presented to Council in May, recommended the appointment of an integrity commissioner on a part-time basis, and to a five-year term. The idea was also floated in closing submissions of the first phase of the Mississauga judicial inquiry. “The role of the integrity commissioner is to provide advice, assistance and training to Council and investigate and assess complaints regarding an alleged breach of the code,” said City solicitor Mary Ellen Bench. Bench explained the code was based on the Municipal Act 2001 and elements found in other codes of conduct from other Ontario cities. The code, as proposed, has 18 rules that govern conduct in such areas as receiving gifts and benefits, councillors’ expenses, use of City property, employment of councillors’ relatives, improper use of influence and dealing with the news media. The proposed code is based largely on those already adopted by Vaughan and Toronto. Too true. Too true. What Bench failed to mention is the Municipal Act 2001 also requires municipalities to keep minutes of all meetings including in-camera. Mississauga has taken ZERO MINUTES of in-camera meetings. Ever. "Ethics"?! Good gawd. And yeah, over 400 Ontario municipalities and each one will improve accountability and its ethical "infrastructure" with its own employee! They've got it right on the front door of their website. And a clueless public will offer clueless input because very few know the degree to which City of Mississauga staff violate all manner of Corporate policies, procedures and guidelines and sneak by-laws past elected officials to avoid provincial legislation. The article also fails to mention that these councillors said they would look into inviting the Ontario Ombudsman to a Council meeting for a public information session. "Integrity Commissioner"? GET REAL! The MYTHissauga Integrity Train derailed looooooooooooooong ago! I would suggest they just have a form like they do now that says, "Thank you for your concerns regarding _________. Staff have conducted a thorough investigation and have a) determined your issues are unsubstantiated b) taken the appropriate steps to address all the issues you raised. c) Both A and C." GET REAL!
